GOVERNING BOARD MEETING MINUTES

The Alachua County Library District Governing Board met in regular session.
PRESENT: Chair Mike
Byerly, presiding, Vice-Chair Eileen Roy, Governors
Cynthia Moore Chestnut,
Scherwin Henry, and Craig Lowe
ABSENT: Governor Paula M. DeLaney
ALSO PRESENT: Library Director Sol Hirsch, Administrative Services Director Shaney T. Livingston, County Attorney David Wagner, Clerk to the Board 3. K. Irby, Assistant Clerk/Finance Director Todd Hutchison, and Deputy Clerk Bob Decker
The meeting was not televised.
Chair Byerly opened the meeting at 10:32 A.M.
I. APPROVAL OF THE CONSENT AGENDA
Governor Chestnut moved approval of the Consent Agenda. The motion carried 4-0 with Governor Lowe out of the room.
(The items on the Consent Agenda are of a routine nature. The motion to approve the Consent Agenda approved all items and the recommended actions on the Consent Agenda.)
A. Warrant Lists
Staff Recommended Action: Approve the Warrants List.
B. Minutes of Meeting
Staff Recommended Action: Approve the Minutes of the February 11, 2010 Regular Governing Board meeting.
C. Addendum to Sublease with Partnership for Strong Families, Inc.
Staff Recommended Action: Approve the attached addendum to the sublease with the Partnership for Strong Families, Inc. and authorize the Governing Board Chair to sign the addendum.
II. APPROVAL OF THE REGULAR AGENDA
Governor Chestnut moved approval of the Regular Agenda. The motion carried 4-0, with Governor Lowe out of the room.

IV. BOARD OF TRUSTEES

V. UNFINISHED BUSINESS
A. Library Director's Performance Evaluation
Staff Recommended Action: Approve the Performance Review Summary and determine the salary adjustment.
Chair Byerly presented the above item.
Governor Chestnut moved to approve the Performance Review Summary amended to reflect an "Outstanding" review from Governor Henry and award the Library Director a two percent raise.
Chair Byerly recognized Joanne Auth who presented comments to the Board. Governor Lowe entered the room at 10:38 A.M.
Chair Byerly recognized Board of Trustees Chair Dorothy Field who presented comments to the Board.
The motion carried 5-0.
Governor Chestnut moved to direct the Library Director to prepare a report on turnover and promotion within the Library District over the last two years. The motion carried 5-0.
B. Long Range Facilities and Service Plan – Fiscal Years 2010-2015
Staff Recommended Action: Approve the Long Range Facilities and Service Plan for the Fiscal Years 2010-2015.
Library Director Sol Hirsch presented the above item.
Governor Henry moved to approve the Long Range Facilities and Service Plan for the Fiscal Years 2010-2015. The motion carried 5-0.
VI. NEW BUSINESS
A. Board of Trustees Appointment (City of Gainesville Representative)
Staff Recommended Action: Appoint one applicant to the Alachua County Library District Board of Trustees for the Term April 1, 2010 – March 31, 2013.
Library Director Sol Hirsch presented the above item.
Chair Byerly recognized Gloria Moore who presented comments to the Board.
Clerk J. K. Irby called the roll for each Governor's nomination for one Trustee for the term April 1, 2010 – March 31, 2013.
Governor Lowe nominated Gloria Moore.
Governors Byerly, Chestnut, Henry, and Roy nominated Xavier Monroe.
Governor Lowe moved to appoint Xavier Monroe to the Library District Board of Trustees for the Term April 1, 2010 through March 31, 2013. The motion carried 50.
B. Board of Trustees Appointments (Alachua County Representatives)
Staff Recommended Action: Appoint one applicant to the Alachua County Library District Board of Trustees for the term April 1, 2010 – March 31, 2013, and appoint one applicant to the remaining one year of Mr. Buchanan's term, April 1, 2010 – March 31, 2011.
Library Director Sol Hirsch presented the above item.
Governor Lowe moved to appoint Gloria Moore to the Alachua County Library District Board of Trustees for the term April 1, 2010 – March 31, 2013, and to appoint Sheila Dickison to the remaining one year of Mr. Buchanan's term, April 1, 2010 –March 31, 2011. The motion carried 5-0.
VII. INFORMATIONAL ITEMS THAT REQUIRE NO ACTION
A. Monthly Statistical Report (January 2010)
Staff Recommended Action: No action required. Library Director Sol Hirsch presented the above item.
B. Florida Library Association Library Day – February 16, 2010
Staff Recommended Action: No action required. Library Director Sol Hirsch presented the above item.

Reopening – February 26, 2010
Staff Recommended Action: No
action required. Library Director Sol Hirsch presented
the above item.
D. Donation from Wal-Mart ($1,000.00)
Staff Recommended Action: No action required. Library Director Sol Hirsch presented the above item.

Staff Recommended Action: No action required. Library Director Sol Hirsch presented the above item.
VIII. GOVERNING BOARD COMMENT
Governor Henry thanked the Library District for space for the City of Gainesville Equal Opportunity Office's Dismantling Racism Film Festival Series.
He stated that study circles and action forums were being formed for citizens to give input to combat discrimination.
Governor Chestnut thanked the City of Gainesville for the Film Festival and the Library District for cooperating with the County's CHOICES Program.
Governor Roy congratulated the Library District for being named Library of the Year and thanked staff for their work on the Partnership Branch.
Library Director Hirsch stated that the United States Holocaust Memorial Museum would send a traveling exhibit on the Nazi persecution of homosexuals to be displayed at the Headquarters Library.
A. Monthly Statistical Report (January 2010)
Governor Roy stated that there have been some concerns regarding the Meeting Room as a place for public meetings.
Library Director Hirsch stated that staff would review the public's concerns regarding the Meeting Room.
IX. CITIZEN COMMENT
There were no citizens present who wished to provide comments to the Governing Board.
X. ADJOURNMENT
There being no further business the meeting was adjourned at 11:26 P.M.
