GOVERNING BOARD MINUTES

The Alachua County Library District Governing Board met in regular session.

 

PRESENT:            Chair Eileen Roy, presiding, Vice-Chair Scherwin Henry, Governors Mike Byerly, Cynthia Moore Chestnut, Paula M. DeLaney, and Thomas Hawkins

 

ALSO PRESENT:   Library Director Sol Hirsch, Administrative Services Director Shaney T. Livingston, Assistant County Attorney Bill Harlan, Clerk J. K. Irby, Assistant Clerk/Finance Director Todd Hutchison, and Deputy Clerk Bob Decker

 

The meeting was not televised.

 

Chair Roy opened the meeting at 11:12 A.M.

 

I.       APPROVAL OF THE CONSENT AGENDA

 

          Governor DeLaney moved approval of the Consent Agenda, moving item C to the Regular Agenda.  The motion carried 6-0.

 

          (The items on the Consent Agenda are of a routine nature.  The motion to approve the Consent Agenda approved all items and the recommended actions on the Consent Agenda.)

 

A.      Warrant Lists

 

          Staff Recommended Action: Approve the Warrants List.

 

B.       Resolution 10-03 Disposal of Alachua County Library District Surplus Property

 

Staff Recommended Action: Adopt Resolution 10-03 with Exhibit “A”.

 

II.      APPROVAL OF THE REGULAR AGENDA

 

          Governor DeLaney moved approval of the Regular Agenda, moving item I.C. to VI.B.  The motion carried 6-0.

VI.     NEW BUSINESS

 

A.      Resolution 10-04 Establishing Proposed Millage Rates

 

Staff Recommended Action: The Governing Board adopt Resolution 10-04 establishing proposed millage rates for the Library District; adopt 5:30 P.M. on Wednesday, September 15, 2010 as the First Public Hearing date and time and 5:30 P.M. on Wednesday, September 22, 2010 as the Second and Final Public Budget Hearing date and time; and authorize the Library Director to notify the Property Appraiser of this Resolution and to file the Certification of Taxable Value.

 

          Library Director Sol Hirsch presented the above item.

 

          Governor Henry moved to adopt Resolution 10-04 establishing proposed millage rates for the Library District; adopt 5:30 P.M. on Wednesday, September 15, 2010 as the First Public Hearing date and time and 5:30 P.M. on Wednesday, September 22, 2010 as the Second and Final Public Budget Hearing date and time; and authorize the Library Director to notify the Property Appraiser of this Resolution and to file the Certification of Taxable Value.  The motion carried 6-0.

 

B.       Friends of the Library Donation – Millhopper Branch Library Reading Room ($75,000.00)

 

Staff Recommended Action: Accept the donation from the Friends of the Library in the amount of $75,000.00 and authorize the Governing Board Chair to send a thank you letter to the Friends of the Library for this generous donation.

 

          Library Director Sol Hirsch presented the above item.

 

          Governor Byerly left the room at 11:20 A.M.

 

          Governor DeLaney moved to accept the donation from the Friends of the Library in the amount of $75,000.00 and authorize the Governing Board Chair to send a thank you letter to the Friends of the Library for this generous donation.  The motion carried 5-0 with Governor Byerly out of the room.

 

VII.    INFORMATIONAL ITEMS THAT REQUIRE NO ACTION

 

A.      Monthly Statistical Report (May 2010)

         

Staff Recommended Action: No action required.

VIII.  GOVERNING BOARD COMMENT

 

          Chair Roy thanked staff for the Millhopper Branch expansion.

 

          Governor Henry thanked staff for the Juneteenth celebration.

 

IX.     CITIZEN COMMENT

 

          There were no citizens present who wished to provide comments to the Governing Board.

 

X.      ADJOURNMENT
