BOARD OF TRUSTEES MEETING MINUTES
WEDNESDAY – OCTOBER 19, 2011 - 5:30 PM

Present: Chair Vivian Filer, Vice Chair Gloria Moore, Trustees Sheila Dickison, Dorothy Field, Xavier Monroe, and Kim Worley
Absent: Ora White.
Others Present: Interim Library Director Shaney Livingston, Public Services Division Director Chris Culp, Administrative Services Administrator Suzi Blaze, Financial Services Administrator Debra Jackson, Technical Services Administrator Daniel Barden, PR/Marketing Manager Nickie Kortus, Assistant to the Library Director Terry Rasch, Staff Assistant Stephanie Ksionzyk, ACLD Foundation Chair Marjorie Alexander, and FOL President Dr. Peter Roode.
I. CALL TO ORDER AND APPROVAL OF AGENDA
Ms. Filer, Trustees Chair, called the meeting to order at 5:30 pm with a quorum present.
Ms. Livingston, Interim Library Director, requested the addition of Item VI.B. Proposed Closing of Micanopy Branch for the Micanopy Fall Festival.
Ms. Worley, Trustee, moved to approve the agenda as revised. Ms. Field, Trustee, seconded. Motion carried.
II. MINUTES OF MEETING
Ms. Worley moved that the Minutes presented be approved. Dr. Dickison, Trustee, seconded. Motion carried.

IV. COMMITTEE REPORTS
A. Board of Trustees Legislative Committee Report
Ms. Livingston reported that she and Ms. Filer attended the Legislative Delegation Hearing on October 11, 2011. In accordance with the proposed Florida Library Association (FLA) platform, she recommended that State Aid remain at its current level of $21.3 million, that the Public Library Construction Grant be funded for FY 12-13, and that the Legislative Delegation oppose the privatization of libraries and support Special Taxing Districts.
B. Friends of the Library Report
Dr. Roode, FOL President, reported that the Book Sale will begin Saturday, October 22, 2011, and they have more items than ever before. FOL inquired about donating books to the Gilchrist County Public Library in Trenton, FL, and staff there provided contacts to the local Hospice as well. FOL is looking into donating books to other Hospices in the area.
C. Foundation Board of Directors Report
Ms. Alexander, ACLD Foundation Chair, reported that the Foundation Board of Directors has four new members, and committees are being assigned. The Foundation is continuing to look for an author to present at their next Gala fundraiser.

VI. NEW BUSINESS
A. Policy Statement: Circulation of Materials & Patron Registration
Ms. Livingston presented the item. In order to deal with the overwhelming amount of eCard registrations, staff asks the trustees to support the removal of the eCard. Ms. Field moved to support the request and to forward the proposed revisions to the Policy Statement to the Governing Board for approval. Ms. Worley seconded. Motion carried.
B. Proposed Closing of Micanopy Branch for the Micanopy Fall Harvest Festival
Ms. Livingston presented the item. Mr. Monroe moved to approve the closure of the Micanopy Branch Library on Sunday, October 30, 2011. Dr. Dickison seconded. Motion carried.

Ms. Livingston presented the item.
B. Library District Press Releases and Publicity
Ms. Livingston highlighted a few press releases and publicity.
C. Governing Board Action on Board of Trustees Recommendation(s)
Ms. Livingston presented the item.
D. Northeast Florida Library Information Network (NEFLIN) – Return on Investment
Ms. Livingston presented the item. ACLD pays $900 for an annual membership to NEFLIN and received over $52,000 worth of services in return during FY 10-11.
E. Carol Combs Hole Award for Exceptional Outreach to the Community
Ms. Livingston announced that Ann LeZotte, Library Specialist at the Tower Road Branch, was selected for the annual Carol Combs Hole Award for Exceptional Outreach to the Community.
F. Florida Library Association Library Day – February 1, 2012
Ms. Livingston asked that Trustees who are interested in attending Library Day to inform Ms. Rasch, Assistant to the Library Director, by December 1, 2011.
VIII. BOARD OF TRUSTEES COMMENTS
Dr. Dickison was glad to see the collaboration between the University of Florida Center for the Humanities and Public Sphere and ACLD, which enabled a speaker to be present at the Millhopper Branch.
Ms. Livingston reported that ACLD staff met with UF Levin College of Law staff to coordinate training regarding the Murphree Law Library. The local Bar Association has also agreed to do programming events at Headquarters beginning in January.
Ms. Livingston announced that the Cone Park Library is finished and looks beautiful. The opening date is still being determined but is projected for early November.
Ms. Filer invited the Trustees and those in attendance to the Cotton Club Museum Fall Festival and Cookout on Saturday, October 22, 2011.
