The Alachua County Library District Governing Board met in regular session.

PRESENT: Chair Pegeen Hanrahan, presiding, Vice-Chair Mike Byerly,
Governors Paula M. Delaney, Craig lowe, lee Pinkoson, and
Eileen Roy

ALSO PRESENT: Library Director Sol Hirsch, County Attorney David Wagner,
Clerk J. K. "Buddy" Irby, Assistant Clerk/Finance Director
Todd Hutchison, Deputy Clerk Bob Decker

The meeting was not televised.
Chair Hanrahan opened the meeting at 10:17 A.M.

I. APPROVAL OF THE CONSENT AGENDA
Governor Pinkoson moved approval of the Consent Agenda. The
motion carried 5-0 with Governor Roy out of the room.
(The items on the Consent Agenda are of a routine nature. The motion to
approve the Consent Agenda approved all items and the recommended actions
on the Consent Agenda.)

A. Warrant lists
Staff Recommended Action: Approve the attached Warrant Lists.

B. Minutes of Meetings
Staff Recommended Action: Approve the Minutes of the February 26,
2009 Regular Governing Board meeting and the Joint Governing
Board/Board of Trustees workshop.
Thursday, March 26, 2009 - 10: 15 A.M.

C. Purchase Order to HD Supply White Cap Construction Supply
($106,607.50)
Staff Recommended Action: Approve the issuance of the purchase
order in the amount of $106,607.50 and authorize the Governing Board
Chair to sign the purchase order.

D. Library Services and Technology Act Grant Award - Partnership Branch
and E-Government and Budget Amendment ($93,300.00)
Staff Recommended Action: Approve the attached grant agreement in
the amount of $93,300.00 and the budget amendment and authorize the
Governing Board Chair to sign the grant agreement.

E. Proposed Revisions to the Alachua County Library District's Purchasing
Policies
Staff Recommended Action: Approve the proposed revisions to the
Library District's Purchasing Policies as presented.

II. APPROVAL OF REGULAR AGENDA
Governor Pinkoson moved approval of the Regular Agenda.
Governor Roy entered the room at 10:18 A.M.
The motion carried 6-0.

III. SPECIAL PRESENTATIONS

A. Special Presentation to Former Governor Virginia S. Childs
Staff Recommended Action: No action required.
Chair Hanrahan presented a plaque commemorating Governor Childs'
service as a member of the Library District Governing Board.
Former Governor Childs accepted the award with gratitude.

IV. BOARD OF TRUSTEES

A. Policy Statement Revisions - "Fines"
Staff Recommended Action: Approve the proposed revisions to the
"Fines" Policy Statement.
Library Director Sol Hirsch presented the above item.
Governor Lowe left the room at 10:26 A.M.
Governor Pinkoson moved to approve the proposed revisions to the
"Fines" Policy Statement. The motion carried 5-0 with Governor Lowe out of the
room.

B. Board of Trustees Self-Assessment
Staff Recommended Action: Accept the Board of Trustees SelfAssessment
as presented.
Board of Trustees Chair Dorothy Field presented the above item.
Governor Lowe entered the room at 10:27 A.M.
Governor Delaney moved to accept the Board of Trustees SelfAssessment
as presented. The motion carried 6-0.

V. UNFINISHED BUSINESS

A. Library Director's Performance Evaluation
Staff Recommended Action: Approve the Outstanding Performance
Review Summary and determine the salary adjustment.
Chair Hanrahan presented the above item.
Governor Pinkoson moved to approve the Outstanding Performance
Review Summary and a two percent increase to the Library Director's salary.
Chair Hanrahan noted that the increase would be retroactive to his
anniversary date.
Chair Hanrahan recognized Dorothy Field who presented comments to the
Board.

Chair Hanrahan recognized Sol Hirsch who presented comments to the
Board.

B. Long Range Facilities and Service Plan Fiscal Year 2009-2014
Staff Recommended Action: Approve the Long Range Facilities and
Service Plan for the Fiscal Years 2009-2014.
Library Director Sol Hirsch presented the above item.
Director Hirsch stated that the final Long Range Facilities and Service Plan
will include a statement that St. Johns County no longer supports state-wide
borrowing privileges to all Florida Residents; however, St. Johns County and the
Alachua County Library District have a reciprocal borrowing agreement.
Governor Delaney moved to approve the Long Range Facilities and
Service Plan for the Fiscal Years 2009-2014 as amended. The motion carried 6-
O.

VI. NEW BUSINESS

A. Annual Equal Opportunity Report
Staff Recommended Action: Accept the report as presented.
Interim Equal Opportunity Manager Jacqueline Chung presented the
above item.
Governor Delaney moved to accept the report as presented.
Chair Hanrahan recognized Library Director Sol Hirsch who presented
comments to the Board.
The motion carried 6-0.

B. Recruitment Analysis
Staff Recommended Action: Accept the report as presented.
Interim Equal Opportunity Manager Jacqueline Chung and Library Director
Sol Hirsch presented the above item.

Governor Pinkoson moved to accept the report as presented. The
motion carried 6-0.

C. Board of Trustees Appointment (City of Gainesville Representative)
Staff Recommended Action: Appoint one applicant to the Alachua
County Library District Board of Trustees for the term April 1, 2009 -
March 31, 2012.
Chair Hanrahan recognized Dorothy Field, Ryan Litsey, and Joanne Auth,
who presented comments to the Board. Trustee Auth withdrew her application
for a second term.
Governor Lowe moved to appoint Dorothy Field as the City of
Gainesville Representative to the Alachua County Library District Board of
Trustees for the term April 1, 2009 to March 31, 2012. The motion carried 6-0.

D. Board of Trustees Appointment (Alachua County Representative)
Staff Recommended Action: Appoint one applicant to the Alachua
County Library District Board of Trustees for the term April 1, 2009 -
March 31, 2012.
Governor Delaney moved to appoint Ryan Litsey as the Alachua
County Representative to the Alachua County Library District Board of Trustees
for the term April 1, 2009 to March 31, 2012. The motion carried 6-0.

A. Library District Press Releases and Publicity
Staff Recommended Action: No action required.
Library Director Sol Hirsch presented the above item.

B. Library Days - March 10 and 11, 2009
Staff Recommended Action: No action required.
