The Alachua County Library District Governing Board met in regular session.

 

PRESENT:             Chair Paula M. DeLaney, presiding, Governors Susan Bottcher, Yvonne Hinson-Rawls, and Lee Pinkoson

ABSENT:               Vice-Chair Barbara J. Sharpe and Governor Mike Byerly

ALSO PRESENT:   Library Director Shaney T. Livingston, Assistant County Attorney David Schwartz, Clerk J. K. Irby, Assistant Clerk/Finance Director Todd Hutchison, Deputy Clerk Bob Decker

                            

The meeting was not televised.

Chair DeLaney opened the meeting at 10:39 A.M.

 

I.       APPROVAL OF THE CONSENT AGENDA

          Governor Bottcher moved approval of the Consent Agenda.  The motion carried 4-0.

          (The items on the Consent Agenda are of a routine nature.  The motion to approve the Consent Agenda approved all items and recommended actions on the Consent Agenda.)

A.       Warrant List

          Staff Recommended Action: Approve the attached Warrant List.

B.       Minutes of Meetings

Staff Recommended Action: Approve the Minutes of the April 12, 2012 Regular Governing Board Meeting and the February 23, 2012 and May 24, 2012 Joint Governing Board/Board of Trustees Workshops.

C.       Purchase Order Increase – Alachua County Board of County Commissioners ($10,227.00)

          Staff Recommended Action: Approve Change Order Number 1 increasing Purchase Order Number 510120 in the amount of $10,227.00.

D.      Resolution 12-03 – Disposal of Processing Supplies and Items Withdrawn from the Collection

          Staff Recommended Action: Adopt Resolution 12-03.

 

II.     APPROVAL OF REGULAR AGENDA

          Library Director Shaney T. Livingston requested that the Board add item VI. C., Resolution 12-04 – Resubmission of the Public Library Construction Grant Application for Cone Park Branch Library, and item VII. F., Alachua County Library District Policy Statement: Library Code of Conduct.

          Governor Pinkoson moved approval of the Regular Agenda as modified.  The motion carried 4-0.

 

III.    SPECIAL PRESENTATIONS

A.       Recognition of Governor Thomas Hawkins

          Staff Recommended Action: Make the special presentation.

          Chair DeLaney presented a plaque to Gainesville City Commissioner Thomas Hawkins who accepted it with gratitude.

          Chair DeLaney recognized Commissioner Hawkins who presented comments to the Board.

B.       Presentation on the New Polaris Integrated Library System

          Staff Recommended Action: Receive the presentation.

          Library Director Shaney T. Livingston and Public Services Division Director Chris Culp presented the above item.

 

IV.     BOARD OF TRUSTEES

A.       Board of Trustees Self-Assessment

          Staff Recommended Action: Accept the Board of Trustees Self-Assessment as presented.

          Alachua County Library District Board of Trustees Chair Vivian Filer presented the above item.

          Governor Hinson-Rawls moved to accept the Board of Trustees Self-Assessment as presented.  The motion carried 4-0.

 

V.      UNFINISHED BUSINESS

A.       Update on the Fiscal Year 2012-2013 Tentative Budget

Staff Recommended Action: Provide direction for preparing the resolutions for proposed millage rates.

          Library Director Shaney T. Livingston presented the above item.

          Governor Pinkoson moved to direct staff to prepare the budget resolutions with the current millage rate.

          Chair DeLaney stated for the record that she would support the motion on the floor but she would also support raising the millage rate to the roll-back rate if the Board wished.  She also encouraged the Board to consider setting the millage rate to the roll-back rate as once the TRIM notice is mailed out the Board can reduce the millage rate but cannot increase it.

          The motion carried 4-0.

 

VI.     NEW BUSINESS

A.       Equal Opportunity Annual Report

          Staff Recommended Action: Accept the report as presented.

          Alachua County Equal Opportunity Manager Jacqueline Chung presented the above item.

          Governor Pinkoson moved to accept the report as presented.  The motion carried 4-0.

B.       Recruitment Analyses

          Staff Recommended Action: Accept the report as presented.

          Library Director Shaney T. Livingston presented the above item.

          Governor Pinkoson moved to accept the report as presented.  The motion carried 4-0.

C.       Resolution 12-04 – Resubmission of the Public Library Construction Grant Application for Cone Park Branch Library

          Staff Recommended Action: Approve the application form and adopt Resolution 12-04 for the resubmission of the Cone Park Branch Library project for consideration for a Public Library Construction Grant by the 2013 State Legislature.

          Library Director Shaney T. Livingston presented the above item.

          Governor Bottcher moved to approve the application form and adopt Resolution 12-04 for the resubmission of the Cone Park Branch Library project for consideration for a Public Library Construction Grant by the 2013 State Legislature.  The motion carried 4-0.

 

VII.   INFORMATIONAL ITEMS THAT REQUIRE NO ACTION

A.       Monthly Statistical Summaries (March and April 2012)

          Staff Recommended Action: No action required.

          Library Director Shaney T. Livingston presented the above item.

B.       Board of Trustees Minutes

Staff Recommended Action: No action required.

Staff Recommended Action: No action required.

          Library Director Shaney T. Livingston presented the above item.

D.      Library District Press Releases and Publicity

          Staff Recommended Action: No action required.

E.       Library Journal Library of the Year Award

          Staff Recommended Action: No action required.

          Library Director Shaney T. Livingston presented the above item.

F.       Alachua County Library District Policy Statement: Library Code of Conduct

          Staff Recommended Action: No action required.

          Library Director Shaney T. Livingston presented the above item.

          Ms. Livingston stated that the Friends of the Library have donated $75,000.00 for renovations to the quiet reading room.  She thanked the Friends of the Library for their generous donation and stated that a Chair letter was being drafted and a plaque would be installed at the reading room in gratitude to the Friends of the Library.

          Chair DeLaney led a round of applause for the Friends of the Library.

 

VIII.  GOVERNING BOARD COMMENT

          Chair DeLaney stated that library service costs the taxpayer six cents per property tax dollar and that it is a bargain for all the services citizens receive.

 

IX.     CITIZEN COMMENT

          Chair DeLaney recognized Joanne Auth who presented comments to the Board.

 

X.      ADJOURNMENT

          There being no further business the meeting was adjourned at 11:33 A.M.
