The Alachua County Library District Governing Board met in regular session.

 

PRESENT:             Chair Lee Pinkoson, presiding, Vice-Chair Susan Bottcher, Governors Charles S. Chestnut IV, Yvonne Hinson-Rawls, Robert “Hutch” Hutchinson, and Leanetta McNealy, Ph. D.

ALSO PRESENT:   Library Director Shaney T. Livingston, Assistant County Attorney William Harlan, Clerk J. K. Irby, Assistant Clerk/Finance Director Todd Hutchison, Deputy Clerk Bob Decker

 

The meeting was not televised.

Chair Pinkoson opened the meeting at 10:30 A.M.

 

I.       APPROVAL OF THE CONSENT AND REGULAR AGENDAS

          Governor Hutchinson moved adoption of the Consent and Regular Agendas.  The motion carried 5-0 with Governor Hinson-Rawls out of the room.

          (The items on the Consent Agenda are of a routine nature.  The motion to adopt the Consent Agenda approves all items and staff recommended actions on the Consent Agenda.)

A.       Warrant List

          Staff Recommended Action: Ratify the warrant list.

B.       Minutes of Meeting(s)

Staff Recommended Action: Approve the Minutes of the January 24, 2012 Regular Meeting.

C.       Bid Award Construction of the New Cone Park Branch Library

Staff Recommended Action: Approve the award of Bid #13-483, Construction of New Cone Park Branch Library, to Mandese White Construction, Inc., as the lowest responsive and responsible bidder meeting specifications and authorize staff to negotiate an agreement.

D.      Classification and Pay Plan Amendment – Add New Title/Classification of Literacy Coordinator – Pay Grade NBR17

          Staff Recommended Action: Amend the Classification and Pay Plan to add the new class of “Literacy Coordinator” (Pay Grade NBR17).

 

II.     SPECIAL PRESENTATIONS

A.       Presentation of the Fiscal Year 2012 Library District Audit and Financial Statements

          Staff Recommended Action: Accept the reports and authorize the Governing Board Chair to sign the Management Response letter and to certify the Fiscal Year 2012 Annual Financial Report to the Florida Department of Financial Services.

          Clerk J. K. Irby, Alan Nast of Carr, Riggs, and Ingram LLC, and Assistant Clerk/Finance Director Todd Hutchison presented the above item.

          Governor Hinson-Rawls entered the room at 10:33 A.M.

          Chair Pinkoson thanked the Clerk, Auditor, and Library staff for their work on the CAFR.

          Clerk Irby thanked Assistant Finance Director Ann Priscott, Reporting and Records Division Manager Roseann Gilmore, and other staff for their efforts on the CAFR.

          Governor Chestnut moved to accept the reports and authorize the Governing Board Chair to sign the Management Response letter and to certify the Fiscal Year 2012 Annual Financial Report to the Florida Department of Financial Services.  The motion carried 6-0.

 

III.    BOARD OF TRUSTEES

          (There were no items submitted in this category.)

 

IV.     UNFINISHED BUSINESS

A.       Update on Ground Lease Agreement for the Permanent Public Library at Cone Park

          Staff Recommended Action: Receive the update.

          Library Director Shaney Livingston presented the above item.

          Chair Pinkoson recognized Assistant City Manager Paul Folkers who presented comments to the Board.  Mr. Folkers stated that City staff wished to set a 99-year lease followed by lease extensions if both the City and the Library District both agreed.

          Governor Hinson-Rawls moved to accept the Ground Lease Agreement on the City of Gainesville’s new terms.  The motion carried 6-0.

 

V.      NEW BUSINESS

VI.     INFORMATIONAL ITEMS THAT REQUIRE NO ACTION

A.       Library District Press Releases and Publicity

Staff Recommended Action: No action required – informational purposes only.

          Library Director Shaney Livingston presented the above item.

          Governor McNealy thanked Library Director Shaney Livingston and Library staff for their cooperation with the Alachua County School Board.

 

VII.   GOVERNING BOARD COMMENT

          Governor Hutchinson stated that the County Attorney is preparing an opinion on local governments’ use of text messages as it relates to the Sunshine Law.  He further stated that he was in favor of the most liberal use of texting possible because it is the technology of the future and that he receives text messages all the time and can’t control who texts him.

          Governor Hinson-Rawls thanked Library Director Shaney Livingston and Assistant Clerk/Finance Director Todd Hutchison for their proactive approach to the Library District’s finances.

          Governor McNealy thanked staff for all their work.

 

VIII.  CITIZEN COMMENT

          Clerk Irby stated that the CAFR is available for public review at the Main Library as well as the Library’s website and the Clerk’s Office website.

 

IX.     ADJOURNMENT

          There being no further business the meeting was adjourned at 11:15 A.M.
